ENTRY PROTOCOLS FOR OFFICIALS ARRIVING IN THE PHILIPPINES
The Philippine Consulate General in Chongqing hereby informs the public that beginning 10 February 2022, the following rules will apply with respect to foreign diplomats and their dependents, foreign dignitaries and members of their delegation, 9(e) visa holders, personnel of Philippine Foreign Service Posts and their dependents, and Philippine government officials on official travel (collectively referred to as “arriving officials”) who are arriving in the Philippines:
A. Fully vaccinated arriving officials must:
1. Present a negative RT-PCR Test result taken within 48 hours prior to the date and time of departure from the country of origin or first port of embarkation in a continuous travel to the Philippines; and
2. Undergo self-monitoring for any sign or symptom for seven (7) days and report to the LGU any manifestation of symptoms (there shall be no facility-based quarantine upon arrival).
Arriving officials are considered full vaccinated if:
- They received the second dose in a two-dose series or a single-dose vaccine more than 14 days prior to the date and time of departure from the country of origin or port of embarkation;
- The vaccine is included in the EUA List or CSP issued by the Philippine FDA, or the Emergency Use Listing of the WHO;
- They possess and present any of the following proofs of vaccination prior to boarding and upon arrival in the Philippines:
- WHO Certificate of Vaccination and Prophylaxis;
- VaxCertPH;
- National or state digital certificate of a country/foreign government which has also accepted VaxCertPH; or
- Other proofs of vaccination permitted by the IATF-EID.
Arriving officials who are unable to comply with the above shall be considered unvaccinated for purposes of applying the entry, testing, and quarantine protocols.
B. Unvaccinated arriving officials must:
- Present a negative RT-PCR Test result taken within 48 hours prior to the date and time of departure from the country of origin or first port of embarkation in a continuous travel to the Philippines; and
- Undergo home-based quarantine or quarantine at a declared accommodation until the release of negative RT-PCR Test taken on the 5th day from the date of arrival. After which, they must undergo home quarantine until the 14th day from the date of arrival.
C. Minor dependents of arriving officials:
- Minor dependents below 12 years old who are not vaccinated for any reason shall follow the quarantine protocols of their parent or accompanying adult/guardian traveling with them; and
- Minor dependents who are 12 to 17 years of age shall follow the classification and procedures above based on their vaccination status.
D. Arriving officials who have fully recovered from COVID-19 but test positive for the 48-hour pre-departure RT-PCR Test may be allowed to enter the Philippines after presenting:
- The positive RT-PCR Test result taken not earlier than 10 days but not later than 30 days prior to the date and time of departure from the country of origin or port of embarkation;
- The positive RT-PCR Test result taken within 48 hours prior to the date and time of departure from the country of origin or first port of embarkation in a continuous travel to the Philippines; and
- A medical certificate issued by a licensed physician stating that the arriving official: (a) was asymptomatic, mild, moderate, severe or critical case of COVID-19, as the case may be; (b) has completed the mandatory isolation period; (c) is no longer infectious; and (d) has been allowed free movement and travel.
Upon arrival, said arriving official shall be subject to the following rules:
- If fully vaccinated, the rule under letter A above shall apply;
- If unvaccinated, partially vaccinated, or the vaccination status cannot be independently determined, the rule under letter B above shall apply.
E. All arriving officials are exempt from the One Health Pass requirement.
