ENTRY PROTOCOLS FOR FOREIGNERS ARRIVING IN THE PHILIPPINES
The Philippine Consulate General in Chongqing hereby informs the public that beginning 10 February 2022, the following rules will apply with respect to foreigners arriving in the Philippines:
A. Visa-required foreigners are still required to obtain an Entry Exemption Document to be allowed to apply for either a 9(a) or 9(g) visa. The following rules shall be observed:
1. For the spouse, child, or parent of a Filipino national, they may contact the Consulate General or the nearest Philippine Embassy or Consulate General to submit documents for the endorsement of their request for entry exemption, which includes, proof of relationship to a Filipino national, passports and travel documents, among others;
2. For business travelers, they may coordinate with their Philippine-based offices, which shall submit the request directly to the government agency exercising regulatory authority over the business (e.g. DTI, PEZA, BOI, Dept. of Agriculture, etc.);
3. For new traders or investors who are proceeding to the Philippines to establish their offices or for purposes related to their trade and investment ventures that unavoidably require their physical presence, they may contact the nearest Philippine Trade and Investment Center for the appropriate endorsement of their request for entry exemption.
The concerned individuals will only be allowed to submit their visa applications once the request for entry exemption has been approved and officially endorsed to the Consulate General with the corresponding instructions on the visa to be issued (i.e. type of visa, validity period).
B. Visa-free foreign nationals may enter the Philippines for business and tourism if they:
- Qualify as former Filipino citizens with Balikbayan privilege, including their spouse and/or children traveling with them, provided they are not restricted nationals, or are citizens/nationals of the countries listed in the attached DFA infographics (page 3), who are entitled to stay up to 30 days;
- Are fully vaccinated, except for children under 12 traveling with fully-vaccinated foreign parents;
- Have proof of vaccination;
- Present a negative RT-PCR test result taken within 48 hours prior to departure from the point of origin (i.e., first port of embarkation in a continuous travel to the Philippines);
- Have outbound tickets valid up to 30 days from arrival;
- Have passports valid for at least 6 months at the time of their arrival; and
- Have travel insurance for COVID-19 treatment (USD 35,000.00 minimum coverage).
They must self-monitor for symptoms for seven (7) days and must report to the LGU in the event of symptoms. Mandatory facility-based quarantine will no longer be required.
Foreign nationals are considered fully-vaccinated if they meet the following requirements:
- They received the second dose in a two-dose series or a single-dose vaccine more than 14 days prior to the date and time of departure from the country of origin;
- The vaccine is included in the EUA List or CSP issued by the Philippine FDA, or the Emergency Use Listing of the WHO;
- They possess and present any of the following proofs of vaccination prior to boarding and upon arrival in the Philippines:
a. WHO Certificate of Vaccination and Prophylaxis;
b. VaxCertPH;
c. National or state digital certificate of a country/foreign government which has also accepted VaxCertPH; or
d. Other proof of vaccination permitted by the IATF.
C. All inbound travelers must register with One Health Pass (www.onehealthpass.com.ph) prior to arrival in the Philippines.
